Please keep an eye out for URL-encoding related weirdness in 1.7.0-SNAPSHOT!

Looks like we have our first casualty; the FGCP tests:

@Dies: will FGCP break in live use with this change, or does this only  
affect the tests..?

I'm skipping the build for a day to see if we can figure out what the  
best way to approach this (modify the tests? Add the encoding logic  
for FGCP again? Other?) is...
