svn is now set to be the next snapshots and a complete set of snapshots 
has been deployed.

Setting dist/ up is going to have to be done with svnpubsub ... not 
copying files to people.apache.org/.../dist/jena.  This is the new, and 
soon to be required, mechanism for release distribution.
