ah, I see it now. When I checked the link earlier, it was not available so 
I was guessing on my memory and I didn't recall the archives reference. 

I guess the confusion on our end stems from the fact that the main 
downloads section has a header "previous releases", but that section only 
mentions the incubator and the pre-apache downloads. Perhaps adding 
http://archive.apache.org/dist/jena/ in that section may help?

See http://www.apache.org/dist/jena/ which has the links to the archives 
Apache maintains.  This is standard Apache infrastructure.

We're deciding what to do about the incubator releases.
