The JIRA upgrade has tmporarily broken sending emails to dev@ when a JIRA is created or commented on. infra are working at fixing this ASAP.

Also:

There is no longer a "grant to Apache" check box when adding an attachment to a JIRA. It has been clarified that by default all attachments are covered by the Apache license and, in fact, always were - the check box was unnecessary and should defaulted to "grant". It requires an explicit statement to the contrary that some attachment is not being granted for project use.

This makes life easier for infra because the Apache plugin to JIRA had to be maintained. Without it, the standard JIRA releases can be used, which makes their like easier. The hardware for JIRA has been upgraded as well.
