This gives committers and active contributes 24 hours or so to say
Yes or No to this idea, I don't think anyone had any major features
they intended to get into this release (bar maybe Streaming Updates
but I got the impression that it still needs more work and could be
in a later release?)

There is also sorting out the maven artifacts. Not critical but desirable to bring visible changes into one release (Could be done during testing?)

The simplist option I can see is:

apache-jena, with <type>pom</type> as the preferred maven artifact for a "get the usual stuff" (i.e. through to TDB).

apache-jena-system for the download.

I can't see a way to have the download and the preferred maven artifact as the same thing because the download needs dependencies on sources and javadoc. Unless some one has some maven magic here ...
