the files /testing/regression/testModelEquals are used in the Model testing
framework which is now used outside the Jena application. Moving the files to
/src/test/resources/testing/regresson/testModelEquals will make them available
as part of the test jar without modification to the POM.
Usage within the tests will need to modified to use URLs loaded via the class
loader rather than "file" URLs that access the files directly.
