For point 2 take a look at Flint SPARQL Editor -
https://github.com/TSO-Openup/FlintSparqlEditor - It's under a Category A
license so can be used as a drop-in or as a starting point. We use a modified
variant of Flint in our product and it does have some limitations (syntax
highlighting is primarily SPARQL 1.0)
Point 3 needs to be done carefully so as not to impact the ability of Fuseki to
act as a SPARQL endpoint e.g. a client tool should not be given HTML when they
want SPARQL XML
Point 4 could be a fairly major project in its own right
For point 5 I believe some level of JMX management can already be enabled in
Fuseki but I don't think this is well documented and it certainly lacks a UI,
this one may be better off as a Java tool if it needs to use JMX.
