move jena-larq to /Archive ?

Now that jena-text is part of the trunk build, I'd like to move 
jena-larq out of the trunk area.

Proposal:
1/ Create /Archive/ for a holding area for modules not currently mainstream.

2/ Move jena-larq to /Archive/jena-larq.

3/ Remove LARQ Jenkins jobs.
