An additional comment:

The toy example was created using JENA and written to turtle using the read 
method.

I initially used JENA 2.6.4 with no problems. When writing the same model JENA 
2.6.4 was producing the following turtle code:

<http://kaiko.getalp.org/dbnary/jpn/cf.> ;

Which was correctly parsed by JENA 2.6.4 (and is still correctly parsed by JENA 
2.11.0).

Hence the bug is either in JENA's Turtle reader if {{jpn:cf.}} is to be 
considered as a correct IRI or in JENA's Tutrtle writter if it is not.
