Base URI resolution should be done in {{TurtleWriterBase}}/{{TriGWriterBase}}
(or in {{RDFWriterRIOT}} but that is not future proof).
Nearby:
{{NodeFormatterTTL.formatURI(AWriter w, String uriStr)}} calls static
{{abbrevByBase}} with the base URI but that creates a factory each time. One
factory per NodeFormatterTTL instance.
