Quick fix applied but the RIOT conneg is all tested elsewhere now so the
test is probably irrelevant.
(More reason to merge ARQ into core and start refactoring)

At the moment, I've added it to the end of the redirections so helper

So maybe remove all helpful cross links and always send the user to
http://jena.apache.org/ regardless.
