JENA-725 asks that we add add AutoCloseable to QueryExecution.

As is this an API change, doing it at 2.12.0 makes sense, and not post 2.12.0.

So I now think we should go for it and make the Java7 language changes now.

PS I will do a deprecation sweep of at least ARQ to removed things we have warned about.
