This is feeling like we have a way to get code into jena-commons but
haven't worked out how it's going to be released.
If we wanted just a "here is some code - take and use it as you see fit"
place, which might not be such a bad idea, then a module in a Jena isn't
the way to do it.
It does not have ASF release status so it's on personal authority. We
might as well just have a GitHub "organisation" and use that as a code home.
