What would be very useful is a patch file against jena-core so that anyone can apply it to jena-core to reconstruct what you've done. That can go on the JIRA for sure and maybe elsewhere.
For the GSoC submission, I suggest just the files created and changed.
A link to the JIRA would also be good.
