You can submit patches for the site in the usual way (the source is in
https://svn.apache.org/repos/asf/jena/site/).
There is also the Apache web based CMS which provides a broswer bookmarklet
(first bullet http://www.apache.org/dev/cms.html#usage) and is available for
user "anonymous" which will send a patch to the project and email appear on
dev@. Visit the page (on the published or staging sites), click the
bookmarklet, user "anonymous", no password, and you get a browser based editor
for the markdown.
