FYI, the link didn't work for me.  I assume you are referencing the thread and 
specifically Andy's email at http://s.apache.org/jena-804 (I found the thread 
by guesswork and then URL shortened it)

What is the data?  If it contains lots of blank nodes then yes the node table 
would likely always grow even if disk space is being reused in the index files

Monitoring the sizes of the individual files in the directory would tell you 
which are and aren't having their disk space reused.  Likely the {{nodes.dat}} 
and {{nodes2id.dat}} would often grow even if other files do not especially if 
blank nodes are involved

Andy will likely be able to give more detailed commentary under what precise 
circumstances TDB does and doesn't re-use disk space.  Details may matter here, 
we're aware that IBM do/have used TDB in direct file mode which may have an 
impact (but honestly I don't know - Andy would)
