As noted on the mailing lists currently Elephas does not split BZip2 inputs
even though BZip2 inputs are actually splittable
Code exists within Hadoop core for splitting BZip2 inputs so it is mostly a
case of cribbing from that code and then expanding the test coverage to ensure
that we explicitly check splitting of BZip2 inputs.
