We have three new things:

Elephas
Fuseki2
OSGi

The current state of Fuseki2 UI is that the pivot table feature is disabled for this release (done in common-config.js). Other non-functioning functionality is commented out as well. The core functions of create dataset, load data, query and backup should work. Removing a dataset while running does not work in all cases and is not in the visible UI.

There is a WAR file packaging, not just a standalone jar file, making it easier for people to deploy.

The UI is both traditional administrator tasks, data developer tasks and has potential for data consumer. A single, default setup that can be just installed and run, without complex instructions and preparation. The overall scope of functionality need further discussion and work; it is not a quick thing to decide on.

So I think 2.13.0 is as ready as it can be for release.
