do not really understand what you mean by: "Other options are more widespread
changes where current users are not aware that mapping/locating are going on.",
but feel free to close this issue.
It might be useful to write something about the LocatorClassLoader behaviour
related to resources with and without the "file:" prefix on:
https://jena.apache.org/documentation/notes/file-manager.html.
