The datastructure code in jena-base:org.apache.jena.atlas.lib.
As things stand today "dataset" related stuff needs to go in jena-arq. In
jena-core+jena-arq is one thing, split for historical and "not too big"
reasons. A reorganisation, e.g. DatasetGraph+Quad next to Graph and Triple,
would be disruptive to many applications unfortunately.
