Until there is a need to for {{TupleTable}} outside, we don't know how it
combines with other elements so we don't know it's the right design for
independent use.
The different transaction coordinator linked to above does allow multiple
independent components (the the transaction lifecycle is different because of
it - explicit prepare and commit steps) to be combined but current Jena does
not have that ability.
