I don't follow the argument here. "Working in OSGi" is many things. Is Fedora 
Commons using the project OSGi bundles or using Karaf wrapping?

If wrapping is the norm or a significant majority, then that's saying that Jena 
OSGi artifacts aren't valued or aren't what people need.  This JIRA suggests 
that there is little use of the bundles as do the figures collected about the 
project's OSGi bundles.

At the moment, the OSGi testing is broken and disabled. Ithas been for a while: 
JENA-913.  Having "mvn clean tes" not work is a cost on the rest of development.
