{{JenaSubsystemLifecycle}} maybe the right point here to communicate to 
subsystems that they need to clear up.

e.g. jena-text may been to track allocated Lucene index and forcefully clear 
them up.

jena-tdb can do the same with {{StoreConnections}}.

There will be a question about waiting for long running actions vs forceful 
clearing up.
