JENA-1234 suggests updating README for build instructions. Instead, I
suggest we make the project more "github-normal" by adding some top
level files people will see if browsing the github mirror repo.
The two I have in mind are:
BUILD.md
How to build from source, with mention of the binaries prominent.
CONTRIBUTING.md
This is supposed to be the dual (contributor focused, not reviewer
focused) of
https://jena.apache.org/getting_involved/reviewing_contributions.html
then make README into markdown and refer to these files and the website.
