We have addressed this in several ways:

No need to build - Jena builds development maven artifacts every day or 
so.  This is the primary way to test.  The idea is that it can be 
incorporated into CI.

To build/install a subset (up to Fuseki2), use "-Pdev"

Build/install an individual module.
