Fix For: Jena 3.2.0
{{evalSpecial(binding, env)}} return false but {{eval(NodeValue)}} returns
true. This is inconsistent.
In practice, {ExprTransformConstantFold}} eliminates substituted filters in the
case of initial bindings. That calls {{eval(NodeValue)}}.
