Because maven does not support having modules of the same name with different versions in the same build. It was going to be jena-fuseki 1.x.y and jena-fuseki 2.x.y but maven does not provide that facility. There had to be a rather late change to have jena-fuseki1/jena-fuseki2 as modules.

We could change this - people don't us the distinct version numbers. It would be useful to put this in the context of lifecycle, what to release and how to release efficiently so let's pick that up after this release.
