I think we should - I don't think there was one for 3.1.1 features so it
might be useful to roll this up especially to recognize contributors.
I merged the two for features for a draft below.
There was one on announce@apache. I have no sense if that is really
important. Do add the "what is Apache Jena" paragraph or people carp.
