It may be worth considering this can be implemented in such a way that the 
collation can be specified independently of the implementation e.g.

{noformat}
SELECT * WHERE { } ORDER BY ?value COLLATE foo
{noformat}

Or perhaps even better:

{noformat}
PREFIX collate: <http://jena.apache.org/collations#>
SELECT * WHERE { } ORDER BY collate:foo(?value)
{noformat}

I.e. You specify the collation using an extension function applied to each 
order condition you wish to customise. This doesn't require any extension to 
SPARQL and make it easier for third-party vendors that use the ARQ API but not 
the execution engine to adopt this enhancement.
