Great work with the release!

For the future I would suggest not removing the old version from dist
(e.g. above the whole folder!) until the new one has propagated and the
download page is ready to be updated.



Otherwise for 24h+ there will be an impedence mismatch betweeen the
download pages and the various mirrors (as they catch up) as well as the
www.eu and www.us.apache.org mirrors (which update fastest).

https://www.apache.org/mirrors/dist.html


For instance today right now, the md5 and PGP links from
http://jena.apache.org/download/index.cgi
are broken (404) as they point to for instance 
https://www.apache.org/dist/jena/binaries/apache-jena-3.2.0.tar.gz.md5
(which was deleted by the above commit)


Similarly the user might or might not (depending on their geo-IP) get
directed to a mirror where the 3.2.0 is no longer there -- 
for instance now 3.2.0 is missing from several of the suggested mirrors,
including:

http://www.mirrorservice.org/sites/ftp.apache.org/jena/binaries/
http://apache.mirrors.nublue.co.uk/jena/binaries/
http://mirror.catn.com/pub/apache/jena/binaries/
