Fuseki Basic (maven: {{org.apache.jena:jena-fuseki-basic}})m due in Jena 3.4.0, 
is a packing of Fuseki where server setup is only taken from the command line. 
There is no use of a {{$FUSEKI_BASE}} runtime area.
