Users can make the input in the form they require. You have said your data uses 
canonical BCP47 lang tags. Using any canonical form systematically makes 
lang-tag value-equality work.

The fact JSON-LD chooses to lowercase is the issue.

In Jena, first mode is provided by `canonicalLiterals`. 

Second mode (and historically, users reports have included an expectation of 
what is read is exactly what's written) is the no-action mode.

I see no new information here.
