JENA-1399: Command line scripts for TDB2
TDB2 commands are distinguished by being `tdb2.tdbquery` (`tdb2_tdbquery`on
MSWindows).
Also includes:
* Generic launcher, `jena`. With no args, prints the script version and
script home. With argument sets up the classpath and invokes the rest of the
command line. This makes all java-main commands available.
* Adds `.gitattributes` to protect .bat scripts.
You can merge this pull request into a Git repository by running:
$ git pull https://github.com/afs/jena jena-cmd
