Releases depend on people-time and people contributing to Jena are volunteers.
Releases happen every 3-4 months (with the exception that last one was out of
sequence to release a bug that impacted people new to Jena).
You can help by testing using a development build (they get built automatically
from master on a daily basis) or building from source.
