(Sorry for previous empty reply, hit wrong button) I'm the original developer of Eyeball. It is several years since any work has been done on it, and I suspect that it is now obsolete, that is, that there other tools with equivalent functionality (though I don't know what they are).
Putting it somewhere designated "Attic" with a red label saying "use at your own risk" seems reasonable.
