Description:
RFC 8141 allows "/", "~" and "?" in the NSS part of a URN {{urn:NID:NSS}}
Query strings must start "?=" or "?+"

RFC 8141 allows "/", "~" and "?" in the NSS part of a URN.
"?" is only allowed as "?=" and "?+"
{{urn:NID:NSS}}
"?"is still excluded by jena-iri because it is used in URN resolution
algorithms for r-component and q-component.
