Not sure {{<sonar.skip>}} helps that much because different people may want to
focus on different modules.
Does the ASF service require modifying the POMs? I hope not. sonarcloud does
not require it - you can run {{maven sonar:sonar -D...}} to send a report, no
POM change necessary.
The code smells are rather unhelpful if the code was already written.
sonar should be "opt-in" for developers and contributors.
