jena-arq contains some references to commons-codec in
jena-arq/src/main/java/org/apache/jena/riot/lang/BlankNodeAllocatorHash.java
but the pom of jena-arq doesn't include the dependency. I had to change the pom
of https://github.com/buda-base/jena-stable-turtle/ to account for that. Not a
huge deal but it would be an easy fix
