As noted earlier the OWL axioms are:
 * {{owl:Class rdf:type rdfs:Class .}}
 * {{owl:Class rdfs:subClassOf rdfs:Class .}}

So there are things that are rdfs:Class that are not owl:Class and the current 
behaviour is correct a not a bug.

If you want to mix use of RDFS and OWL and use the RDFS profile and work with a 
reasoner configuration that is able to infer that all owl:Classes are 
rdfs:Classes (i.e. the second axiom above).
