Description: As a follow up from JENA-1987, currently the Admin API is only
properly available when using the {{jena-fuseki-webapp}} packaging. Consider
breaking out the servlets and machinery that enable that into their own
{{jena-fuseki-admin}} module in order to make this more broadly available
