{{.asf.yaml}} is a control file that allows the project to control the setup
for the project. Mostly it is about git / github control.
There's lots that can be done - the first version is a simple start.
e.g. PR can appear as commnent (old behaviour) and not be on the "worklog" tab.
Any change to this file is specially notified to the PMC.
