There is some confusion, anyway, since this page: 
https://jena.apache.org/documentation/fuseki2/fuseki-webapp.html

states the following in reference to packaging as "Fuseki Main":

"Both packaging used the same configuration file format, and in standalone 
server mode, the same command line arguments."
