To run maven and skip the RAT check, add {{-Drat.skip=true}} .
RAT normally skips IntelliJ file automatically:

Is it just this one file or are there others mentioned in target/rat.txt?
What directory are you starting the maven build from? Are you doing a partial
build in some way?
