Glad you have got it working.  

In addition, the defaults in RAT seem to only apply to modules in the profile 
being run. With the Eclipse files implicily excluded, I get RAT errors for 
modules not int he profile (trying -Pdev).

Solution: for safety, explicitly add the IntelliJ files and its directory to 
the RAT exclusions in the parent POM.
