The general-purpose {{OpExecutor}} works on the basis a dataset is a collection
of graphs.
TDB executors work on the basis that the dataset is a triple+quad store.
This ticket if for a triple+quad {{OpExecutor}} that can then have the same
feature set of TDB (quad filter, union graph by quads).
It would be the normal execution for TIM so there are MR+SW in-memory, TDB1 and
TDB2 databases with the same feature set.
