This is more then change the version number.
v24 adds an enforcer rule to require "project.build.outputTimestamp" for
reproducible builds (see
https://maven.apache.org/guides/mini/guide-reproducible-builds.html).
This has knock on effects on attach-javadoc and on timestamp handling and
format.
