git bisect identified [commit
c1c9d48|https://gitbox.apache.org/repos/asf?p=jena.git;h=c1c9d48 ] as the
change point for this bug.
The commit is not obviously the direct cause and undoing the change there does
not cause this reported situation to work correctly.
