Merged. New maven module jena-iri3986.
You can try it out in a development build by setting the environment variable JENA_IRIPROVIDER to IRI3986 (the original jena-iri is IRI0).
e.g.
env JENA_IRIPROVIDER=IRI3986 riot MyIterestingData.ttl
