Thanks to have fill up the ICLA. It's better to do this before
contributing on an ASF project.
Unfortunately to become a commiter, the ICLA isn't the alone
requirement. The PMC member of a project must invite you to become
commiter. This is possible following the meritocracy way from ASF [1].
So, the next step for you is to start contributing with the developer
role [2], with patchs or pull requests about JMeter, and then the
commiters / PMC team will reviewing, commenting, and committing your
contributions into the JMeter repository. After some times, perhaps the
PMC team will deciding to invite following the meritocracy way in light
of your contributes.
