For JDK 9, as we don't plan to produce further updates, there would be no suitable update release for a fix.

JDK 10 is in the release candidate stage, so at this point only fixes for show stoppers would make their way into the release. Since it's not a P1 issue, it wouldn't be regarded as one.

It's too early to tell if a backport would make its way into a JDK 10 update.

How come that a bug affecting compiler is only P3 ?

The priority of an issue is determined by its impact, likelihood and the availability of a workaround, rather than by the area it occurs in. The issue seems to be triggered by malformed JAR files, according to https://bugs.openjdk.java.net/browse/JDK-8191322 , so P3 seems like a fair call to me.
